Prove the failure in the finished output first.
Record or privately stream the same high-motion scene for one minute. Compare the local file, the destination VOD and the exact video bitrate, resolution, frame rate and encoder used for that run.
What it may mean
The encoder may not have enough compression budget for the motion, detail, resolution and frame rate being sent. Platform transcoding can add another quality loss after OBS.
What it does not prove
A sharp preview or a high download-speed result does not prove that the encoded stream has enough bitrate for its motion complexity.
Match the evidence before changing settings
Motion and detail are consuming more compression budget than the current profile can preserve.

Keep the bitrate inside the platform and upload budget. Lower only the output resolution or frame rate for one repeated high-motion test, then compare the same scene instead of judging a quiet menu.

Common questions
01Why is my OBS stream clear until I move?+
Motion requires the encoder to describe far more change between frames. At a fixed bitrate, detailed fast movement can force visible macroblocking or softness even when a still scene looks excellent.
02Should I increase bitrate immediately?+
Only within the destination's current guidance and your stable upload budget. A lower resolution or frame rate can be the safer improvement when bitrate is already constrained.
Did the relevant counters improve?
For dropped frames, encoding lag or rendering lag, compare a completed log from before and after your change. For audio and black-screen problems, inspect the recording itself; counters cannot establish picture or sound quality.
